What could this be?

I saw these referers:
toolbar.google.com/command/return&tb-hl=es&tb-ver=1.1.54-deleon

toolbar.google.com/command/return&tb-hl=fr&tb-ver=1.1.54-deleon

???

Every image the page was linked to generated an error 403 (I use .htaccess to prevent image hot linking). I believe the page was loaded into a Google toolbar frame of some sort.

You think it had to do with the image search? Not quite sure why it would show as toolbar but I guess its possible depending on how they have it set up.
