I have recently heard about the concept of Pay Per Call introduced by Google. Sadly, I failed to find any good resource to learn the subject in depth.

You're likely thinking about Google Click to Call. This is their beta of a pay per call service.

From my tests, and what I'm hearing, there's not much volume on Click to Call yet.
