PR rank of 4 does not show, another site with 3 does show?

I have a small site (front page) that has a google page rank of 4.

This site comes up number one with a two and three word title word search for most of the 2 or 3 word sets I am targeting, which is great; I want to try to get it in say a top 30 ranking for a one to two keyword search, that would be great too.

I did a single word title search and my site did not come up at all, but I noticed that another site which had a PR rank of 3 - lower than mine, did come up. Any idea what I can do to improve or why this happens?

Will virtual IP's greatly affect ranking? What should I be doing to increase rank for a small site with a virtual IP? I can get an IP but my co lo firm wants me to justify it, and I only get individual IP's for e-commerce sites on my server which need SSL certs and have to have individual IP's for the certs.

I only have three or four insite cross links on the three pages on my site, but one page is a links page to other outside sites, links for related topics, and that one has over 300 links on it to other sites. Is that page with outside links reducing my rank? That is a popular page on my site, many people use it but after reading the below I was thinking maybe I should get rid of it or place it under a different domain?

Or should I just be adding a bunch more of in site cross links, or maybe even put everything on the same page? Have one big page on my site with all the 300 outside links on index.html, think would that increase ranking?
Or lastly, my index.html page is rather large - plain html text, a huge story. Would I be better off breaking it up into several smaller pages and create a huge menu of insite cross links and place it on every page? With different page titles for each page pertaining to the content of that page? Would that be best for my sitiation?

since your site is indexed and showing for "2 word phrases" the reason most likely is that you may need Inbound links targeting the "1 word phrase".

in my opinion this can be external or internal.

the other thing to bear in mind is that its very difficult to rank high for "30 different 1 word phrases" with just 1 page/homepage

better target different phrases for different pages to achieve better rankings.

(not saying the above is not possible, just bloody hard work)

OK Thanks much for the info! When U say "external or internal", do you mean (for internal) links on my site linking to other pages on my site?

I just broke up the main page into 15 smaller pages and created a big menu and added different titles with different keywords. Think that will help with Google rank? My PR is 4 for the front page.
