If a page with outgoing links was disallowed from being spidered in robots.txt would the links be considered outgoing links in terms of pagerank?

Welcome to WW!

If the SE can't index them then they can't do anything else with them.

If this page is on your site then other webmasters will get tired of waiting to see your links to them show up on the SEs and take any links to you down.

If the page is on a site you are thinking of exchanging links with then don't, it's not worth it.

And don't be surprised if a mod might think this should be moved to the Link Development forum.
