So, I guess at least the smiley face isn't harmful. Not that I think it's a miracle way to get forgotten pages back into the index. Course, I didn't experiment with the unhappy face. Might be interesting to try out on a throwaway page, but I haven't any expendable domains lying around at the moment.
I tried it on another site that was fully indexed. The bot didn't come.
So, if you have a fresh site to put up with a brand new domain and no links to your site, give it a try. I'd be interested in knowing the results.

Last night, before coming across this thread, I got to wondering exactly the same as others - what exactly does a vote do? So I downloaded a packet sniffer and had a look what gets sent when you vote. It sends information such as your browser etc, and some numbers, which I guess would be some sort of unique id.
I just know that there were no incoming links to my fresh site, so how other than by pressing the vote button could the google bot have found me? Like I said, probably perfect timing. The bot was probably in the neighborhood when I called.

Voting buttons: If you especially like or dislike a page, you can vote for or against the page by using these buttons. Just click the happy or unhappy faces to tell Google that you like or dislike a page as you surf. These buttons can also be used to report especially good or bad results after searching on Google. Indicate satisfaction or dissatisfaction with your results by clicking the appropriate button after performing a Google search. This feature is in testing; for now, you will not see any immediate effects by voting for or against a page.
