Does pages with less that PR4 or not ranked at all count againts you? an example would be let's say i have about 15 PR2 pages that link to me and 2 PR4 pages that link to me also, what would be the outcome? will the 15 PR2 links overcome the 2 PR4 links?

PR is an additive formula - you get PR from each of the PR4 pages PLUS PR from each of the PR2 pages.

Obviously if you could have six links from PR4 pages you'd get more PR from them than from two 4s and four 2s, but the 2s will still help.

griego,

Welcome to WebmasterWorld [webmasterworld.com]!

Don't worry about it. Incoming links can add PR, not take it away. The only "problem" with incoming links less that PR4 is that they do not show in Google's display of your backlinks. If you cannot get an incoming link from a PR5 site, then 100 incoming links from PR4's may have the same results.

Also, remember that PR affects ranking in searchresults only where all other factors are equal. A well-targeted PR3 page can easily beat a much highere-PR page if it is a better match for what the searcher entered as search terms.

Jim
