Another site has placed a link to my site. They are using some type of automated system. You submit a link and they post it upon approval. There are maybe 40 links on a page.

The pages have this in the URL "www.HisSite.com/cgi-bin/linkmat.cgi?script=HisSite.com

These pages have a Grey Bar (PR). The rest of his website has a PR 5 or 6.

Does Google see this as a link farm? or is it just the CGI that is throwing Google?

The site is reputable and is not even that commercial.

No money is accepted for links. And Links must have something to do with that city.

Should I have them remove my link?

The link to you will not cause any harm and Google will not penalise you in any way. If they did it would leave similar situations open to abuse from your competitors!
