Google is rolling out a privacy guide in Google Chrome which it says, is "easier to understand."

When you navigate through Privacy Guide, you'll learn about the 'Why' behind each setting, and how it impacts your browsing experience, so you can easily understand what happens. To start, Privacy Guide will include controls for cookies, history sync, Safe Browsing, and Make Searches and Browsing Better. As we receive feedback from the community, we may add more settings to the guide over time.

Perhaps i'm wrong, but should this not have been done a long time back.

You can choose if and how cookies are used by websites you visit, with options to block third-party cookies in regular or Incognito mode, and to block all cookies on some or all websites.

Clear, enable and manage cookies in Chrome [support.google.com]
