Google to Fix Loophole in Incognito Mode

Google has said it'll fix a loophole in Chrome's Incognito Mode with Chrome 76 due later in July.
The problem was that a user could get a different result if sites detected the user was in Incognito Mode and discovered the FileSystem API was disabled.

This makes sense and is not really controversial.

But what boggles my mind is the arrogance of the underlying assumption in the introduction of the blog post (paragraph 2):
People choose to browse the web privately for many reasons. Some wish to protect their privacy on shared or borrowed devices, or to exclude certain activities from their browsing histories. In situations such as political oppression or domestic abuse, people may have important safety reasons for concealing their web activity and their use of private browsing features.


This is how I read the quote, specifically with regards to the highlighted section:
Basically what Google is saying that you only should need to protect your privacy for extreme situations. Protecting your privacy for the sake of privacy alone is not important. This statement sends the message that Google will continue making privacy protection for "unimportant" privacy needs as difficult as possible.

Isn't the name "Incognito mode" a loophole on its own ?
