Is this just me or is it common that when you put a new campaign live, un pause a campaign, increase bid costs etc etc that you whole account thinks it has hit its daily budget. I put a new campaign live about 4 hours ago and since then my whole account thinks it has exceeded its budget. As such none of my ads are now running. To make things worse this seems to happen every time I make a change.

This is isn't my experience at all, so wondering if there are other factors at work.
Not something that I've encountered either.
My only intuition is that it might be a case of an account with a bunch of campaigns all of which have very low daily budgets - much lower than would be required to run often - which are constantly cycling the ads in and out of circulation as a result.
In any case, if this behavior persists, I'd contact AdWords support and have them take a look. A meaningful answer would require a look at the account.

Contacted Google today, they looked into it and told me the account needed to go through review first.
I've seen G throttle campaigns until ads were reviewed, but never seen one stillborn like this.
