Does Google charge the credit card $5 right upon clicking the submit button? If yes AND and if you apply the voucher, does it take from the voucher or credit card?

When I signed up with one of the nice $200 vouchers from a PubCon, I was charged $5 on the credit card. Don't know the situation today.

The credit card is used to verify the user and a valid bank account. In my experience, they charge the $5 no matter what.
However, when you add the voucher, then the first $x spend will come from that spend.

Actually I just signed up with a voucher today. The $5.00 activation fee was deducted from the credit the voucher provided when I submitted it.
I also had a $1.00 charge on my credit card, which I assume was to check the validness of the card, and will likely be refunded.
