Google Promotional Codes/vouchers

Hi - I noticed on eBay that people are selling multiple adwords vouchers. Question -IF i buy a lot and then register say 20 accounts to use them all with the same payment details - will Google get upset? i mean is using these vouchers to create multiple accounts against the TOS? Seems too good to be true

These are the questions that are often asked before someone complains that they've been banned from AdWords.

If it seems unethical, against the TOS, or even the spirit of vouchers, it's probably not a good idea to pursue.
