Organic Listings Penalized When Campaign Is Halted?

I recently contacted webmasters at several competing websites to point out that we were all killing ourselves with upping the bidding. There are after all only four of us in the USA that are of any consequence. I pointed out that the one of us with the most seniority in the business has been overpaying on his bids - 5 times as much as his nearest competitor. For reasons I cannot fathom - this one competitor (who never returned my email) halted his entire campaign. Since shutting down their campaign I noticed that organic listings for my own site improved dramatically. Keywords that I haven't seen come up in years are now on the first page! So my question would be - has anyone ever head of Google penalizing an advertiser for they halting or shutting down their Adwords campaign?

The indexes and algos are completely separate for AdWords and organic rankings.

One doesn't effect the other in any way at all.
