I want to increase all my bids a given percentage.

How do I do that ... automatically?

Say I have a little more money to spend and I want to increase all my bids by a factor of 20% just to get higher positions and better CTR.
Is there any tool that allow me to do that?

Yeah, It was added to Tools a couple of months ago:

Tools
Advanced Search and Editing
Find and Edit Max CPCs

Open up:
3. Specify CHANGES to perform on the Max CPCs that are found

Select:
Increase Each Max CPC by Percentage

Bunch of other handy options in there. The most useful that I've found was to raise bids that were a few cents shy of the mininums in bulk.
