Ads blocked by specific domains?

Has anyone heard of or know if Google can and does block specific ads from showing when viewed from certain domains?

Now let's see if I can explain that better. Say I work for Bob's Widget Imporiam and we sell widgets (duh). Frank also owns a widget shop called Frank's Widgets To Go. We both have websites, bobswidets.com and frankswidgets.com respectively. We both have AdWords accounts and we are both targeting Bob's Widgets for a keyword. Now I get upset with Frank trying to steal my business by targeting my customers in such a fashion. So I complain to Google and they respond by apparently removing Frank's ad. Every time I check Google from the internal Bob's Widget network everything is clear and I am happy. BUT when I go home that night and check from my dial up service (shudder), I see that the ad is still up and working for Frank! And when I go in to work the next day Frank is gone again. Rinse, repeat.

Is this possible? Does Google do this? Is it possible for Frank to specify Bob's website as an excluded site in adwords and not have his ads show since Bob is searching from the bobswidgets.com netword?

I am a publisher and I have only one ad unit per page, I know who my group of regulars are and what pays. If is see someome new and my earnings go down on that page I block your site.

It is pretty simple.

I think you're talking about the opposite as what I'm saying. I know you can block ads from showing on your site/pages but can you block your ads from being seen by visitors from a specific network? Something like, 'I want to block this network from seeing my ads no matter what website they go on.' Does that make sense?
