Not sure what you are referring to exactly, jugnooonline, as ordinarily these are given out to new advertisers at Industry events and the like.
That said, I'd be very wary of anyone offering to sell (or trade) vouchers 'discounted' under their face value. Doing so is counter to the terms of use for these vouchers, and there is a fair chance that vouchers acquired in this way won't work when you try to use them in an AdWords account - leaving you out of pocket.
