Content only campaing won't start

Is not the first time my campaigns don't start. How many time is necessary until somebody reviews your campaign?
I've heard thousands of times raising your bid is the way.
I think is very unfair. Why should I set a high bid in a new campaign just to start?
Is that the way, set your campaing to be ready to waste and then lower it?

Tried sending email to google support and rasing the bid (perhaps still not enough?) sitll same situation.

There can be many causes. Sometimes a campaign/adgroup just doesn't give impressions after a week. In that case I whipe all the keywords and start building a new keyword list, manually, word by word. Sometimes that helps.
But, if I may ask, how high are you bidding?
If I bid 0,50, I get impressions in almost all cases.

I never had a site oriented campaing working...

If you think you've covered all the bases, and the Ad Diagnostic Tool doesn't pull up your ads, then your campaign is probably under review.

I opened an AdWords account two weeks ago, and hadn't received a single impression until a few hours ago. My first email to AdWords support received no response. My second, which I titled URGENT (and got back an automated reply straight away), was later replied to and told me:

Thank you for your email, and welcome to Google AdWords. I apologize for the
inconvenience you've experienced. Allow me to explain why your ad in the
campaign named 'Starter Campaign' wasn't running.

AdWords Specialists have just reviewed your ad, and it should now be running.
Your ad wasn't showing for a short period of time because it was in review.

Note: Some ads require review before they can run. At this time we're unable to
disclose additional details about the ad review process. We apologize for any
inconvenience.
---

So looks like you might have to sit it out and wait :(
