Inactive for search - change site or bid?

I have some keywords that are Inactive for search (increase quality or bid X to activate). The advert was being slit tested with half going to Site A, half going to Site B. Both types of sites are very different.

To reactivate the advert, will I have to pay the minimum bid or can I just change the quality of the site? Or do I need to increase the bid until I get traffic to the site and then the quality is reassessed? Or does Google periodically reassess the quality? e.g. I change the site but not alter the Adwords, will Google go to recheck it?

Rise the bid. Solves the problem. (but is not nice huh?)
Other theories says leave it and if google lower the bid will activate without doing anything.

Don't raise bids. Rather read the thread why this is happenning, and then decide:

That's scary and probably right. As that thread mention, Google seems to be forcing to rise the bids but just keeping with your actual and be inactive is not an option right?

Do you have any suggestion?
Go with other cpc perhaps?
