Question about adwords -

This has probably been asked here a million times, but as usual when I need something I can't find it. So here goes -

If I have 2 seperate campaigns running, and one campaign has

red widgets

for a keyword, and the other campaign has

"red widgets"

for a keyword, which campaign would be triggered if someone typed in: I want to buy red widgets - ?

Would it be the more specific keyword "red widgets" or would it be the one that I have the highest bid set for?
