If I want to place ads in a non-English version of Google, do I need to write the ad in that language or can I write it in English? Will Google translate it and serve it in the language of the country in which it appears?

You may either serve it in English or translate it on your own.

And you need to use country and language targeting in the campaign setup.

Google does not translate ads.

ember, as deep_alley says, Google will not translate your ads - they will appear exactly as you've written them, in what ever language you've written them.

I hope you'll to take a look at the resources below from the AdWords Help Center, and the AdWords Learning Center - which will give you what you need to know to proceed.
