Geo-location is wayyyy off!

I have several AdWords ad campaigns running. All are set up to show in California. I'm in Los Angeles.

When I search with the KWs in one campaign, I never see my AdWords ad. The G diagnostic tool reports the reason is that I'm outside the targeted area (California). Wrong. Strange thing is, my other campaign ads show up correctly.

Suggestions? My ISP is SBCYahoo.
