Why doesn't Google REALLY tell you what you paid per click

In an attempt to compete at a higher ranking for competitive keywords, I've almost tripled the Max. CPC on a number of terms. But what I am surprised at is that Google will only provide average data in reports.

For example:
Today I might receieve 50 clicks at an average CPC of $6 totalling $300. BUT they will not tell you the actual data on each click - again just the average. And they won't tell you what position each click was at.

For all the issues with Yahoo-Overture, at least they provide this data. It's really hard to be stratgeic when Google only gives you average data.

I just found out that they consider actual click data business sensitive.

Yahoo's positional data is rounded up to the nearest whole position. Despite Google's not having this data per unique click, I still find it far more useful than Yahoo.
