Sponsored Links Placement

I just created a new campaign and my ads are showing on the right hand column. How do I get them to display just above the search results? I always assumed that this placement was reserved for the highest bids, however there is nothing showing above the search results for my keywords.

You need to achieve a certain threshold in terms of CTR and/or effective CPM. New ads need to collect history before this can be achieved.
