question about adwords

Am i allowed to put ads on the same topics , bidding on the same keywords to different domain names? I m doing this for arbitrage purposes.

You can if you use the Multiple advert feature... This will allow you to only display one advert at a time, but will change the ad text and destination URL. You can have several.

so i am not allowed to have two different ads on the search results page to different landing pages?

Not at the same time. For every keyword in your account you can only appear once in the results, otherwise people with the deepest pockets could could dominate.
