Adding keywords triggers ad review?

Interested in seeing if other's experience and/or what you have been told by Google corresponds with this.

I had previously understood (per a Google rep) that the Copy tool bypasses the need for ad review.

Today, I was told that any change or addition of keywords to an adgroup (but not deletion of keywords) will trigger an ad review, and that adgroup's ads will stop running on Content Network or Search Network until the review.

This would seem to render any bypass of review when copying an ad meaningless, unless perhaps you copy the ad to a group with identical keywords and are careful about what order you copy things in.

If, indeed, adding keywords to an adgroup triggers a review and turns off Search Network and Content Network until the review, this changes a lot. I know not to touch existing ads, and only create new ones then wait for them to get equal serving with optimized serving turned off.

But there is no work-around when adding keywords.

As an aside, it seems Google has caught-up with the review process. Changes I made to my account yesterday were reviewed around 3AM today.

We need some solid information from Google stating exactly what triggers review and stop Search Network and Content Network serving. We shouldn't have to average what we've been told by Google reps.

I've never had it stopped because I added a keyword, but I have added keywords and not have those keyword start functioning until later that day or the next.
