Example, I just searched my own name under Google and found 2 ads.
I see this all the time.
One ads title might say something such as:
Get information on anyone
Get addresses, phone numbers, public
records and more.
The other ad might say something such as:
Find John Doe Today
Are you looking for "john doe"
Get phone numbers, address, & more.
Is it against Googles TOS to advertise on someone else's name?
If your name was John J Doe, Could an advertiser have the keyword "john j doe" in his keyword list and have your name in his ad title.
Also, can I have google remove the ad if I found it to be wrong? ( I kind of do )
With so many names you'll definitely find some where people are bidding on some. But if you add a couple hundred thousand names at once with no modifiers like 'find' or 'locate', then it won't take long to get somebody's attention.

ok...I think I answered your question wrong:
If you have a legitimate content for that search, there should be no reason for that to be against the TOS. Ours got declined because we didn't have targeted 'enough' content. It was targeted but not to their liking...I guess it's a judgement call.
