Alone on keywords, but Avg Pos=7.8

How do they calculate Avg Pos?

Say I'm bidding on "widgets for sale new york". I have set a maximum cpc at $1.50. gulp. My Avg Pos is calculated by google to be 7.8. But if I check the search, I see lots of ads in front of me. There's no way they have bid on that specific keyword combination - but I assume that I'm competing here with anyone who has bid on "widgets", right?

Correct.

"widgets", or "new york" for that matter. Anyone bidding on just those terms with a higher max bid that you will get a higher position - unless they're the same bid in which case you might win on relevancy.

oh, rats. So I have to outbid "widgets" *and* "New York" to get my "widgest in New York" to show up at all, huh? :((

My one piece of Adwords advice is to try and get position #3. I've experimented with positions 1,2 and 3 and found no significant change in CTR, whereas position 4 drops off quite a bit.

Could be something to do with the fact that you can generally see the top 3 Adwords without scrolling down.

To me this is one of the two major problems with Adwords. It would be very unusual that an ad with keywords "widgets" is more relevant or specific enough for the user using the query "widgets thailand" than an ad using the keyword phrases "widgets thailand". The user is presented with the ads first that are bidding the most (and getting good CTR) for either of the words "widgets" or "thailand".

We see this a lot in our own adwords which advertise services from particular countries which are used by people from all over the world. Basically we pay for selling a widget from Thailand for example, based on what it would costs to sell a "widget" by the highest bidder just for that widget word.

To me it would make sense for relevancy and targeting to users needs (though maybe not for revenue) for the queries from the actual phrases associated with the "phrase" adwords to be listed above those associated with single words regardless of CPC.
