If you're gone for quite some time, there can be a lot of new advertisers and it might seem like you lost position. However, it's just because you saw all the changes at once and not their gradual intro into your space.
I've never seen an issue with pausing accounts before.

Also, in the past, I've seem some advertisers with the happy problem of "too much business" let their account tick along quietly with a very low daily budget.

Thing is, in the old days Google's relevancy algo must have been better. I ended up benefiting from a sky-high historical CTR.
Due to all this, when I'm actually paying any attention at all to Adwords, I'll sometimes switch off campaigns on days with low overall CTR and wait till I think Google has stopped messing about.
