If you decide to optimize your ad group by moving out some keywords to a different adgroup in the same or different campaign, would this earse the keyword historic ctr?

When you delete a keyword from one Ad Group and then add it to another, you will lose the statistics that appear for it (since they are unique to the performance of that keyword in that Ad Group). In other words when you start that keyword in the new Ad Group, all the stats will start at zero again.
However, the keyword's overall history within your account is not lost. And its stats in the new Ad Group will be folded into that overall history.

genem, it has been a long, long couple of days, and I detect a few signs of brain fade. ;) But let me take a quick shot at this. Then I'll come back Monday and try again if it didn't make sense.
A keyword in your account has what you might call a cumulative history. You may use the keyword in one place with a poorly targeted ad and the keyword will perform poorly with a really low Quality Score. The system tracks this history.
Then say you delete that keyword, and re-use it with a beautifully written ad in a highly targeted Ad Group. The keyword does really well. And the system tracks this history too.
In other words (so long as we're talking about the exact same keyword) the system tracks its ups and downs. This cumulative history is not lost when you delete a keyword.
Now, on to what you do lose: A keyword in an Ad Group has statistics (that you see at the Ad Group level) that tell you how the keyword is doing in that particular Ad Group. Because these stats are unique to that Ad Group, when you delete the keyword in that Ad Group, you lose the stats you see in the chart.
Then, when you re-use the keyword in a different Ad Group, all the stats start at zero - since it's a brand new situation.

The AdWords Help Center talks about a keyword's Quality Score, which is determined by the keyword's CTR, relevance of ad text, historical keyword performance, and other relevancy factors.
Historical keyword performance certainly includes the ups and downs of the CTR, and CTR can't really be separated from the number of impressions - since it amounts to the ratio of clicks to impressions.
I hope that helps to explain it. As you probably suspect I'm not able to be really specific about the algos running under the hood.
