Once you have enabled content bids within a campaign, you can make separate bids for content ads in any Ad Group within that campaign.

I can't see where to turn on content bids. Is it only available if you have budget optimizer on? I don't see anything in the "edit campaign settings" window that talks about content bids.
I don't see it either... cleaning glasses.
It was active on some of my accounts early this morning, but most of them don't have this new feature activated yet.
Just a quick word of explanation: this is what you might call a 'phased release' - and it'll gradually roll out to all advertisers. In the near future.
As long-time readers of this forum have probably come to expect me to say, I'm not able to speak to an exact timeframe - for fear of being wrong in front of a huge community. ;

For trcaking purposes, it would be useful to have a different destination url for content. However, reading this forum it seems like changing the url causes a penalty, and in addition to this, is it ever likely to be possible to have 2 adverts - one for content and one for search?

No, Google should still have the smart pricing to differentiate between the content sites that offer good conversion versus those with pathetic conversion.
Wrong. Lower your bids if you aren't getting the conversions you want. If everyone lowered their content bids becuase of this google would get rid of scrapers.
So if Google turns off Smart pricing, the poorly converting sites will get more money while the better converting sites will suffer as Advertisers will reduce their bids to make up for the lower conversion. This will force more scrapers and Made for AdSense sites to come up, while genuine ones will turn off Adsense and seek alternatives. This would make things even worse for advertisers and in turn for Google. So I don't see any reason to turn off Smart Pricing.
I think SP is flawed as it is, sometihng needs to be done if they are truly going to reward original, converting content.
