Safest Way to Make Big Keyword Changes

I'm fairly new to this, so please bear with me.

I've been running a single campaign with a single ad group and one ad using about 150 KWs for some time, with reasonable success. Now I want to overhaul the KWs and up the number to about 2,000.

Most of the old KWs will be in the new list, although the list order will be different, as will many of the KW word orders and Max CPCs . I also need to change the tracking codes in the destination URLs, but the landing page part of the URL will be unchanged. No changes to displayed ad copy or displayed URL.

I'm planning to do this by dumping a text file into the Edit Keywords box of my existing ad group.

After reading old postings on here, I'm very concerned about the impact this will have on my hard-earned CTRs, ad positions, and historical stats. I'm also concerned about delays due to ad review, and getting temporarily blocked from Content impressions. Looking over old web logs I now see major drops in clicks after making relatively minor changes in the past.

What's the safest way to make these changes without blowing up my business? What other impacts should I expect?

I suggest making new adgroup and do not touch the old one.
