If I can make my ad pull 6% ctr will the minimum required to be activated possibly be lowered to 50 cents?
I know ctr is not suppose to be a factor any longer, but I recently had a campaign that went thru the roof with impressions but had a terrible ctr --- the worst ever --- this keyword had almost no advertisers --- and you guessed it --- my bid needed to activate jumped ten fold.

The minimum bid is calculated based on a 'quality score' and, yes, one of the primary factors of that quality score is CTR.
You may be able to temporarily reduce your min bids by improving your ad copy, and placing keywords wisely within your text. But, to get them low and keep them there, you will need to get a higher CTR.
