I called Adwords support, they didn't have the indication that my account was being reviewed and she couldn't help me much so she forwarded my case to a specialist.
Now I can just wait and hope they're fast...
Today a rep told me to try an improve my quality score for a keyword that had %38 CTR and 15K clicks in the last 3-4 months...
forgive me if I seem to be bashing Google a lot, but this month has gone down the drain in less the 5 days. All my ads got overtaken by the same person and google told me it will be nearly impossible to get them back. the last thing the rep told me was "I dont know what to tell you."
Not sure about the budget message or issue... but in regards to your ad not showing:
Google analyzes effective CPM down to the IP level, so I've had my ads fail to show on my office computer (but show everywhere else) because my specific IP has shown a propensity for low CTRs - as I often search for my ads but rarely click.
I ran this situation past my rep (yes, some do have personal reps) when it happened and it was eventually resolved (I now see my ads) without mention as to how, but my overall traffic didn't seem to be affected either way - so it does seem like it was an isolated incident.
Have you tried searching from other locations?
I am having the same problem today.
This happened to my account last Monday and Tuesday too. I emailed them about it at that time and I was told that my account had been under review but was now up and running. (Obviously I had done nothing "wrong".)
I am assuming I am under review again. Give me a break - 9 days later!
I emailed them again a few times today and have not yet received a reply.
I think when they are reviewing your account they go into your account and set a very small minimum daily budget that overrides what you have set for yourself. That's why when the new day rolls over at midnight, you get some clicks for a while before things stop again. I got a little over $10 today before it stopped again.
What has "fair" got to do with it? You can choose to do business with G or not. G is not an imposed authority that needs regulation, eg like your local police.
I'm irked by some of AdBrite's responses to me for example, but it's either good business to use AdBrite rather than AdSense or not; "fair" is not on the map.
All IMHO of course.

Imagine if there was only one bank in the world, and it would freeze your ATM movements for a week with no explanation. That's ok, it's just business, you could chose to have your money at home.
If all Gas companies decided to increase gasoline by 1000% that would be ok, it's just business, you could still get everywhere by walking. In fact, it's free to go by foot.

If there *were* only one bank in the world (and maybe goverment-controlled too), your example might work. And if G was giving you money (eg on the AdSense side) then your beef would have more merit.
But G is *not* the only advertising venue, and it seems to me that it is free not to spend your money any time it wishes!
But, no, I have not been in your position.
I'm not saying that G is (or is not) being sensible or professional in this (though it may have good reasons that I don't know of), or that its actions leave a good taste in your mouth, but "fair" is surely nothing to do with it. That is for playgrounds and governments, not non-monoploy advertising companies.
