If you sign up as an affiliate with someone elses product, is it definitely still possible to make money with adwords even though the payment is only like $20 or something?

If their site converts and you bid on the correct keyword phrases then yes. All you have to do is find those phrases...

The smaller the payout, the tougher it is to use Adwords to drive a profit. Unless you can drive huge volume (clicks) to the product you won't make much. I'd go after larger products or a larger cut of the pie and use Adwords that way. However, if you are just starting out with affiliate programs then a smaller product payout and probably corresponding smaller PPC costs may be the place for you to start.
