Does google detect a site down?

My site went down today and I feel my ads are slowed.

Hi,

I'm one of the victims, lol, of a datacenter move from a big and popular hosting company made today early.
Well, I was thinking to go and pause the adwords on the moment I lose contact with my site and keep monitoring to resume then, however, due "technical" home reasons I could not.
When I woke up today I saw my expenses they were as usual, slightly slower, eventhough, my site was down 2 hours. So, definitely, google is not detecting in any way if a site running adwords is down? is this correct?

Correct you have to make sure a site is up. There are monitoring services for this kind of stuff.

Can you suggest some good monitoring program whether a site is up or not etc.. and How can we do that.
