Is Setting CPM Just Hit or Miss with Site Targeted Ads?

Is there an easier way to determine where to set CPM for site targeted ads then to just sit back and wait to see if the chosen CPM value registers any impressions? Or should I just set it so high that I insure placement and then allow this to determine CPM? Considering Google gives some help when it comes to setting CPC ads it seems that I must be missing some useful resource to help set CPM.

It has been taking a few days to a week for a campaign to kick in. I just set it at a dollar and keep my eye on it for when the ads get approved and the campaign commences.

Thanks. But am I right to understand that it will not kick in if the CPM is not at some magic number? I'm trying to figure out if there is an easier way to figure out that number without significant trial-and-error.

My first campaign didn't budge for a week, so I raised my cpm bid. It still didn't budge, so I raised it again. After I raised it a third or fourth time to a level I was highly reluctant to spend, I sent a message to G asking why I wasn't getting impressions. They responded that they'd just, and finally, reviewed my ad and turned my ad on. I dropped my bid by 80% and am getting mediocre results.

Try complaining.

Well, I'll go back to what I mentioned earlier - CPC offers a way to estimate costs (and placement) with the Traffic Estimator tool which is very good. But CPM does not seem to offer any help in estimating costs since you can't get an idea of what CPM is needed to get placed on a site. I guess I've been spoiled by Traffic Estimator but it would be nice to have this kind of tool for CPM.
