I've heard some people were very happy with the program.
Others have stated that it was fairly basic - great for a beginner to see how campaigns should be optimized, but not sophisticated to help someone who is willing to put in many hours of solid quality work and already understands the system.

As eWhisper mentions, Jumpstart is primarily meant to give an advertisers a basic account, designed to meet their needs (as defined by information given by the advertiser early in the set-up process). This account is intended simply as a starting point, however, and it is assumed that once the account is created, the advertiser will then become familiar with account management, be willing to learn to make changes in order to grow it, etc.
For this reason, it is extremely wise to make full use of the AdWords Help Center, even when having one's account created by the Jumpstart team.
