Would it be against AdWords terms to directly contact Site A to suggest a direct Google-free relationship? If I saw, for example, that a certain site was constantly sending me good business, could I do that?
Obviously I could and G need not know anything about it. The reason I ask is that there is always the chance Site A will turn round, say 'no' and then "report" me to G for trying to "game the system". Would G have any comeback in that situation? Is there anything that could impede an Adwords advertiser doing that?

and how site A would know that you are contacting them because you get referrals from them from AW? (without you telling them directly).
You have the right to 'manage' your own advertising strategy .. it may include AdWords, Direct partners, other websites, Radio and TV Broadcasting... etc.
What I would do is just to approach the 'site A' and ask them for any advertisment option that they may provide directly, they may find out that you AW Ads are also comming in their AS space, but they can not asume that it is the reason because you are contacting them. They have no prof of that (even running tracking scripts which may not be accurate).
