Do inactive or disabled keywords affect where your ads appear on Google's content network? In other words, if I delete an inactive keyword will it affect my content ads?

Interesting question, IOW, do inactive keywords damage your account?

When you lowering the price of a content kw, it impacts its position negatively. Therefore, I would assume deleting the kw would take it out of play.

I would like to know that answer also. I get 80% of visitors from content.

I would say if the keyword isn't being displayed on google.com it can't be displayed on search or content partners. If it's inactive or disabled on google.com, it's inactive or disabled on search and content networks.
