How about just creating one ad group per ad instead? Identical keywords and cpc, just different ads in each. It's a little more work to ensure only one ad group with the same keywords is running at any one time, but it gives you a lot more control. You can decide exactly which ad to run and for how long. Has anyone tried this and if so, anything I should be aware of?

danger, the limit to the number of Ad Groups per campaign is really a 'suggested limit' as opposed to a 'hard limit'.
You'll find many WebmasterWorld folks who routinely exceed the 'limit' of 100 with no problems. At some point though, account navigation could become slow.
On a related subject, this is probably as good a time as any to say that, as a principle, I promote the idea of running an account in a "lean" as opposed to "bloated" way.
To me, the ideal account includes everything it needs to include - while including nothing that doesn't add value.
