why doesnt google change its policy from pay per click to pay per "conversion"

i mean google does easily track em, and we all advertise for conversion. at the very least it will stop all those click spamemrs and scamers

Conversion is largely dependant on marketing skill. Doing this would allow ads to be total rubbish at converting and still appear, completely free.

Not necessarily. Certainly not for online, and therefore measurable by Google, conversion.

Currently, pay per conversion would be impossible to police as Google have no authoritive control over your reporting of a conversion (i.e. merchants could fiddle the system).

Pay per conversion would need to be integrated with a Google payment solution, and even then it's not straight forward as Google would have to insist that they were your sole PSP (Payment Service Provider), and also enforce minimum sales volume etc. Hmmmm....
