How to enable "universal" keywords in AdWords

What's the command?

I know broad matching works well when the phrase is 2 words or more. But what is I want my ad to show every single time the word "car" is used either by itself or as part of a phrase. Isn't there a universal keyword command that I insert into the subject title to enable this? Sorry this is probably newbie stuff. I did do a search on WW and did not find it in the AdWords documentation either. Your advice is appreciated....

Bid on [car] and "car"

And expect to pay a premium...
