One of my ad groups has only two, very specific, keyword phrases. When I use the "Estimate Traffic" button, it says my current keywords are in position #1, and since I made no changes it also says my forecasted position is #1.
The problem is... my position is actually #11.
I emailed Google, but they appear to be sniffing glue because they said:
1. My ad is not appearing because my account is unfunded.
*** Not true, my account is funded, and my ad is appearing in position #11
2. I have not added any keywords for the campaign.
*** Again, the keywords are clearly there, and the ad does display, just not in the position expected.
3. And finally, they warned me that AdWords has nothing to do with the SERPs.
*** Dua!

Given for how long people have been complaining on this issue and that in most cases the the Estimator tends to over estimate the number of clicks and underestimate the position, my conspiracy theory is that Google is doing this on purpose. For if it had estimated the correct postion and number of clicks in the first place, many people might not have been interested in advertising in Google. In your own example would you have been interested, if you had known that your keywords were going to be in the 11th position and get only a fraction of the clicks.
The answers that you got back from Adwords are pretty bad, unless otherwise there was lot of miscommunication. I can assure that they are not all this bad. Probably you got someone on his or her bad day.
