I searched Google for casinos and gambling and had a bunch of adwords ads listed. I thought they no longer allowed these?

No They are not.
Sometimes people submit ads and some slip through and then get denied after a day or two.

To workaround the adword gambling ban i think many are selling themselves as free newsletter sites offering casino gaming strategy/tips ,collect the emails and then slowly sell them the online casino offers :)
