They keep disabling the same KWs, I put 'em back, and they disable them again. These are restaurant names. They're not very competitive keywords at all. Is Google protecting certain businesses?

I think google has recently come across with several complains for trademark infringement for keywords, possibly they might investigating for that and has disabled same temporarily.

I think there is some confusion here regarding the difference between 'disabled' and 'disapproved'. They are very different things.

When a keyword is disabled it is because it has performed poorly, and hasn't met the minimum CTR standard. Keywords are disabled by an algorithm, not by a human being.

Simple re-entering the keyword, without making changes (to make it more relevant to the ad which appears) will almost certainly result in it simply being disabled again. (And BTW, the disabled KW must be deleted everywhere it appears in the account, before being re-entered.)

When keyword is disapproved it means that the keyword is not in line with policy in some way. Disapproved keywords are rather rare - and they are disapproved as part of the review process, rather than because they have had low performance.
