Deleting poor CTR keywords

Does deleting keywords with a poor CTR from your Adgroup cut the cost of the keywords with a good CTR in the same Adgroup?

e.g you have only 2 keywords in your adgroup.

Mobiles: 3%
Telephones: 0.6%

If I moved the Telephones keyword to another adgroup, or deleted it, the Adgroup would have a higher CTR, i.e. 3%

But does this actually have an effect on the cost of the keywords for Mobiles? Does the lower performing keyword telephones effectively increase the cost as its a lower CTR and this will affect the adgroup as a whole?

I asked a similar question to my account rep and they said that no, it would not affect the CTR of individual terms.
