Now here's where I see an issue with advertisers ROI
Say someone discusses a topic like "where can I buy hip hop jewelry" (whatever that is... on my forums. I get advertisements from a number of e-tailers telling my readers how easily they can buy their bling bling.
Problem... none of them ship internationally. (I don't care .. you, the advertiser or the campaign manager should!)
Second, we have a large amount of content on things to do in this location.
I see advertisements like "Book a vacation to widget-land for $999.00". This is being shown to people in widget-land.
Come on folks... geo-target, improve your click through rates and save me 30 minutes a day by having to weed out badly targetted travel and widget advertisers everyday.

Every campaign is geo targeted. The question is if it's geo targeted to all countries, or something more specific.
Changing the country settings (and please, just because they speak English doesn't mean ads in UK, Australia, and Canada will work) is usually the largest thing an advertiser can do in terms of relevant visitors.
