Quality-based minimum bids

With the new quality-based minimum bid system, will keywords that nobody else is using always be active now nomatter how low the CTR is?

Well, except that those keywords may cost quite a bit if Google thinks the "Quality Score" is low... which should discourage ppl from using low quality keywords. and presumably, the Quality Score is based on a prediction of CTR.
