If I have got 3 campaigns:
What is the Best?
this

1) ads for Germany and France

or this

2) ads for Germany
3) ads for France

In those two as it is having that evaluate less variables will have more impressions?

Are you using the same keywords for both countries?
Are you writing ads in different languages?
Are you targeting the exact same demographic in each country?

I'm always a fan of creating a campaign per country. Even if you use one language for all your targeting, there are certain keyword variations, and ad text variations that will speak more to the audience in each country.

Using one campaign to target multiple countries means that you have to use the same creatives, and often one needs slightly different ads/spelling variations to properly target those areas.
