For example, AdWords is sending %3D instead of = in a few of my tracking URLs.
This has been on and off for a week now, but seems to have increased in severity over the last 24 hours.
Seems that special characters in tracking urls are being changed (encoded) by Google before the browser gets to them. This is causing 404 on more than a few sites I work on.

bakedjake, I am not technical enough to evaluate this, so I pinged the tech team. Briefly, they tell me that the 'encoding' you mention should be 'reversed' when the URL is sent to your webserver.
If you feel that this is not the case, it would be best to contact AdWords support with specific examples (i.e. Account > campaigns > Ad Groups > creatives > URLs) and ask that the examples be forwarded to the tech team, by their request.
They'll certainly look into what you've reported here, but actual "non-working" examples are highly desirable.
Many thanks!
